there is no specific meaning of offshore hosting, but its generally used - hosting outside of US or hosting to some other country because your county has some strict cyber law.
if you are posting download links for software,games,mp3s etc or selling something illegal over internet that is restricted by your country's cyber law, you go for offshore hosting.

Offshore hosting means the servers not in the country where there is water. This phrase is usually used in hosting to represent the location of server. An off shore can be located at Netherlands or Germany. And a Onshore can be at USA or UK Or India.
