I think that ur card is Visa Electron. Visa and Visa Electron are not the same things. VIsa Electron is a different service. It is not VISA.

Yes it is true..Indian debit cards can't able to use for paypal verification. We have to use either normal credit card or vcc..

You Can Verify Your Paypal In India If you have your bank account so attach your bank detail to paypal and they verify Your account No Need To attach any card to your paypal.
Hello are u from india ? well with recent changes in paypal u can verify your account with attaching your bank details as every one said u can even verify your ur paypal with vcc cards if you are intrested just reply me back and comming to indian bank accounts u can just mail to paypalm custmore care for the list of the indian bank which accept paypal for verification procces
