I am hearing such a kind of problem for the first time. I hope you would get your hard earned money back. Payoneer is a nice company for that matter.
Nation Trust Bank ATM Eat My Money
Yes, That's correct! I'm a Payoneer card holder , Today i tried to withdraw 40,000 RS via Vavniya Nation trust bank ( NTB) ATM. Suddenly ATM system got Hangedi haven't receive my money . but ATM ystem aleady deducted from my account.
When i contact NTB bank, Asst.Manager said "NTB can't do anything for this kinda problem, onlyway i need to contact my Credit card company" of course, maybe he's right!
finally i talked with Payoneer customer support via phone and explained all this problem . payoneer asked a dispute complaint regarding this problem when i submit dispute document then resolution team will clear all this issue within very few minutes. Fine! already submitted dispute doc's.
Waited,waited,waited... no response from payoneer! i lost my patinece and contacted again payoneer via phone. payoneer support center says it will take atleast 45-60 working days to know this result
Payoneer never promiss anything i will get my money back to my account or not. since 2 + years i'm using payoneer master card and i never face any problem like this before.

Same thing happened to me with my NETELLER card when I tried to withdraw Rs 20000/- from HSBC ATM. I didn't receive the cash but NETELLER account deducted it. Same answer received from the HSBC then I contacted NETELLER. They credited it within three days back to my NETELLER account. I was lucky.
Sorry for your situation. Your cash is with Payoneer not with the local bank. They must pay you back.

Updates:
Finally I received The money from payoneer. However payoneer deducted 37.48$ for the Master Card Network Investigation Charge. anyway i received 90% money
