Its more easy today, every search engine has its webmaster tools applications or submit url page, once pinged, bots will automatically crawl your site. Once crawled by bigger search engines like G.Y.B, every other will follow!

I think it is not necessary to take steps to submit sites to search engines. They would index you site or blog automatically based on the SEO methods you adopt.
