I think time matters in getting an acceptable page rank. I have seen websites of my friends getting desirable page ranks after a considerable period of time.

Ofcourse, Page load time affect the Google page rank. There is a relation between page load time and Google page rank. If page load rank is high then Google rank will decrease.Page load time is one of the factor which affect Google page rank.

yes.time causes many problems in case of the Page Rank.if you haven't work on the site then you may lost your page rank.
