Google indexes a site or blog based on the number of visits the site receives over a period of time. Traffic is the yardstick that does the job of measuring the popularity of the site.
I haven't seen any proven way to get it to happen. Over time as more and more posts happened in my blog it's been crawling more frequently and indexing more frequently. It might be possible but I'm not sure on a way to make it happen.
